Shah Government Marks 100 Days: Major Push for Good Governance and Policy Reform

The government led by Prime Minister Balendra Shah has unveiled its first 100-day achievement report, highlighting significant strides in fiscal responsibility, digital transformation, and anti-corruption measures.

Unveiling the report at a press conference in Singha Durbar on Saturday, government spokesperson and Minister for Education and Sports, Sasmit Pokharel, stated that the administration has actively executed its initial 100-point governance reform agenda since taking office on March 27, 2026.

Key Achievements at a Glance

  • Rs. 20 Billion Saved Annually: Realized by downsizing the number of federal ministries to 18, aligning with the Rastriya Swatantra Party’s election manifesto.
  • Administrative Restructuring: Initiated the abolition of 31 government agencies, merging six, transferring six, and restructuring 18 others to eliminate bureaucratic overlap.
  • Political Reforms: Dissolved politically-affiliated trade unions and student organizations to enhance institutional efficiency.
  • Asset Management: Began utilizing, transferring, and auctioning long-idle vehicles parked at various customs offices.

Digital Transformation & Public Service Delivery

To eliminate middle-men and accelerate public service delivery, the government has aggressively expanded its digital footprint:

  • Citizenship & Corporate Setup: Local governments across all 77 districts can now issue citizenship recommendations online. Additionally, an automated system between the Company Registrar, Industry, and Commerce departments now automatically issues Permanent Account Numbers (PAN) during company registration.
  • Banking & Real Estate: Introduced a mandatory online system for financial institutions to process collateral releases. Real estate transactions now utilize an integrated verification system tied to the Department of National ID and Civil Registration to securely verify landowners and borrowers.
  • Expanded E-Services: Digital systems have been scaled up across land registration, industry enrollment, postal EMS, and driving license records.

Financial Accountability & Cooperative Sector Relief

The government has clamped down on financial crimes while offering relief to victims of troubled cooperatives:

  • Cooperative Crisis Management: The report of the Cooperative Inquiry Commission-2082 has been made public. The government allocated Rs. 250 million to address the crisis, resulting in Rs. 5.9 million already being returned to ,1452 small depositors across eight troubled cooperatives.
  • Tax Monitoring: To curb revenue leakage, 940 taxpayers with an annual turnover exceeding Rs. 200 million have been linked to the Central Tax Monitoring System. A new directive mandates that businesses crossing the Rs. 100 million threshold must also integrate into the system.

Land Reform, Conservation, and Education

Environmental Protection: The government has launched a high-profile campaign to clear encroachments within the protected watershed area of Fewa Lake in Pokhara, backed by a comprehensive conservation action plan.

  • Support for the Marginalized: Prioritizing landless Dalits, squatters, and unplanned settlers, the government has collected over 1.23 million applications via the Informal Land Relations Information System, with integrated digital verification already underway.
  • Academic Timeline Rebounds: Under a new "delivery-based governance" model, strict deadlines have been enforced for academic results:
    • SEE Results: Within 30 days
    • Grade 12 Results: Within 40 days
    • University Results: Within 65 days
  • Streamlined Study Abroad Processes: The No Objection Certificate (NOC) system has been integrated with Tribhuvan University and Kathmandu University via API, with plans underway to link NOCs directly to National Identity Cards.

Spokesperson Pokharel concluded by noting that comprehensive structural reform programs have also been set in motion across vital sectors, including defense, home administration, finance, energy, tourism, and physical infrastructure.
