A technical glitch in the Public Access Model (PALM) system—operated by the Department of Land Management and Archives—has left servers down since Monday, July 13, 2026. With the fiscal year drawing to a close, the outage has triggered widespread disruption for the general public, banks, and financial institutions alike.

Key Impacts: A Systemic Bottleneck

The timing of the server crash has compounded the crisis, creating a domino effect across several sectors:

  • Financial Gridlock: Banks and financial institutions are currently under intense pressure to wrap up end-of-year transactions. The outage has completely halted critical processes, including issuing loans against collateral, managing defaulted loans, and executing non-banking asset sales.

  • Office Overcrowding: At local branches like the Kalanki Land Administration Office, crowds are swelling. Service seekers face massive delays and rising frustration as paperwork piles up.

  • Manual Workarounds: While digital systems are dead, some manual operations remain. Service recipients are being advised that they can still type out applications and documents manually at the offices, though this does little to speed up the actual registration process.

Girish Kumar Jha, Director at the Department of Land Management and Archive:

"The service will resume soon. Even if the server is down, service recipients can still draft and type their documents and applications directly at the Land Administration Offices."

Meanwhile, local office chiefs are feeling the heat from frustrated citizens.

Kedar Dahal, Chief of the Kalanki Land Administration Office:

"Complaints from service seekers have spiked because work has ground to a halt. Due to the server failure, we are seeing massive crowds. It’s a highly stressful situation for citizens who are trying to wrap up their transactions before the end of the fiscal year."

The Irony of "Digital Nepal"

The crash highlights a recurring pain point in Nepal's digital transition. Ironically, the Ministry of Land Management, Cooperatives and Poverty Alleviation has recently made strides in tech integration:

  • Land Information Management System: Allows citizens to pay government revenue directly via banks, mobile apps, or digital wallets.

  • "My Kitta" Online System: Enables users to view and print land maps and records from home.

While these digital platforms look great on paper, frequent server instability continues to bottleneck progress. The Department has assured the public that technical teams are working on the issue and expect the system to be fully operational shortly.
