In a ministerial-level decision amending the Transport Management Work Procedure Guideline-2060, the government has removed the mandatory requirement for vehicle owners to be physically present at Transport Management Offices for vehicle transfers, purchases, and insurance renewals.
Under the newly implemented provisions, technical and administrative hurdles have been eased across several key areas:
-
Dealer Inspections Recognized: For the first time, vehicle inspections conducted directly by certified dealers will be legally recognized during the transfer of both private and public vehicles. Previously, vehicle owners were required to undergo a secondary check-up at the transport office during the namsari (transfer) process.
-
Remote Nomination via Warrant: Dealerships selling vehicles can now complete ownership transfers without requiring the buyer to be physically present. Buyers can authorize a representative using a formal warrant. The transfer can be finalized at the transport office as long as the warrant holder is present alongside the buyer's photo and original government-issued identity cards for both parties.
-
Simplified Insurance and Renewals: The mandatory physical presence of vehicle owners at transport offices for vehicle insurance and renewals has been officially lifted, paving the way for a much smoother renewal workflow.
-
Integration of the Vehicle Registration System (VRS): The department has initiated preparations to integrate the VRS framework into the vehicle transfer process. Directives have been issued for vehicle dealers, distributors, and companies to establish the technical infrastructure required to connect with the VRS. Under this system, vendors and distributors will gain technical access after buyers complete a one-time biometric registration at the transport office.
The latest regulatory amendments are expected to cut down on long queues, minimize bureaucratic delays, and eliminate the hassle traditionally associated with vehicle purchases, ownership transfers, and insurance procedures in the country.
