The bill was returned by former President Vidhya Devi Bhandari twice during her tenure. On August 1, the bill was sent to Bhandari for authentication after endorsement from both houses of the federal parliament.
However, Bhandari returned the bill to the House of Representatives for a review with her 8-point concerns and suggestions.
Both houses again sent the same bill for authentication on September 5. Bhandari, this time, also did not authenticate the bill and let the 15-day deadline pass.
The same bill has been authenticated by the present President.
