The government has drafted a bill proposing a massive increase in penalties for traffic violators in a major bid to curb road accidents and enforce strict traffic discipline.

The draft amendment aims to overhaul current traffic management laws, making drivers significantly more accountable for road safety.

Under the proposed system, current fines—which largely top out at Rs 1,500—will skyrocket, introducing penalties as high as Rs 100,000 for specific offenses.

Stricter Measures for Tinted Windows and Speeding

For the first time, the government is cracking down heavily on vehicles with blacked-out or opaque windows. Modifying a vehicle to obstruct visibility from the outside will attract the highest penalty in the draft, topping out at Rs 100,000.

Additionally, speed management is receiving a dual-focus overhaul. While over-speeding will now command a devastating Rs 25,000 to Rs 50,000 fine, driving dangerously below the prescribed speed limit will also become a punishable offense, drawing fines between Rs 3,000 and Rs 5,000.

Target on Pedestrians, Taxis, and Ride-Sharing

The new law expands its reach beyond standard motorists:

  • Pedestrians: Crossing the street outside of designated zebra crossings or authorized areas will result in a Rs 500 fine.
  • Taxis & Ride-Sharing: Taxi drivers who refuse to operate on the meter face a Rs 3,000 penalty, while two-wheelers operating unauthorized commercial ride-sharing services will be penalized Rs 2,000.

These revised rates are currently in the drafting stage and have not yet been implemented. The strict penalties will only come into effect after the draft is formally passed by Parliament and certified into law.
