NRB to Amend Central Bank Act for Digital Currency Rollout

Nepal Rastra Bank (NRB) has announced plans for a comprehensive legal overhaul to pave the way for the official implementation of a Central Bank Digital Currency (CBDC), commonly referred to as the digital rupee.

According to a concept paper released by the central bank, timely and targeted amendments to the Nepal Rastra Bank Act, 2002 will be necessary to establish clear legal recognition, regulatory guidelines, and jurisdictional authority for the digital currency.

Beyond legal reform, NRB is initiating preparations for a pilot project and simulation phase to test the technical and practical dimensions of the digital rupee. By conducting these trials in a controlled, secure sandbox environment, the central bank aims to identify and address operational bottlenecks and systemic risks before introducing the currency to the public.

Data security and user privacy have also emerged as primary priorities in the digital rupee's development framework. The central bank highlighted the need for a unified, robust legal structure—or potentially a standalone act—to ensure the absolute protection of personal data and financial transactions.

NRB stated that the public rollout of the digital rupee will proceed in a phased manner, commencing only after successful simulation exercises, the implementation of required legal reforms, and the expansion of the broader regulatory framework.
