Nepal to End Open Sale of Staple Foods Under Mandatory Packaging Draft Policy

The Nepali food market is undergoing a major transformation as the open sale of unpackaged staples like lentils, rice, and legumes is set to end. Under the new draft of the National Supply Policy 2083 BS—prepared by the Ministry of Industry, Commerce, and Supplies to replace the outdated 2069 BS policy—packaging, quality testing, and clear labeling will become mandatory for all domestic and imported goods.

 

Designed to protect consumer health, curb price gouging, and prevent the sale of expired or adulterated goods, this initiative guarantees the constitutional right of consumers to access essential product details such as manufacturing dates, expiration deadlines, and maximum retail prices directly on the label.

To safeguard the entire supply chain, the government is establishing rigorous surveillance mechanisms stretching from border customs points to domestic production sites.
 
Strict quarantine inspections will be mandatory for imported foodstuffs, agricultural goods, livestock, and fishery products, with a special emphasis on biosecurity risk assessments directly at domestic production sites.
 
Furthermore, regular sample collection from major fruit, vegetable, and meat markets will feed into mandatory laboratory sanitary testing, with the official results published transparently to ensure purity across the retail ecosystem.

The updated supply framework introduces a modern integrated information system powered by real-time digital tracking. The government will maintain digital records covering national production, import levels, and existing reserves, supported by large warehouses and cold storage facilities designed to hold a minimum three-month stock of essential commodities to prevent artificial shortages during disasters or blockades.
 
Air transport subsidies will remain in place to supply remote regions lacking road infrastructure. Internalizing the principles of federalism, the policy engages federal, provincial, and local authorities along with private and cooperative sectors, establishing 5 core objectives and 99 strategies to foster a reliable, competitive, and consumer-centric market.
